Prohibits prediction market platforms from allowing Connecticut residents under age 21 to register or open speculative positions, effective July 1, 2027

Requires platforms to verify users are 21+ and physically present in Connecticut, and to provide voluntary self-exclusion options for account creation, trading, or spending limits

Bans advertising prediction markets to minors, on college campuses, or through media that primarily reaches audiences under 21; prohibits targeting self-excluded individuals

Establishes civil penalties of up to $10,000 per violation, or up to $50,000 per violation for persistent violations, enforced by the Attorney General

Mandates the Department of Consumer Protection, in consultation with the Attorney General and Mohegan and Mashantucket Pequot Tribes, to study prediction market effects on residents and file a report by February 1, 2027
