Requires the Secretary of the Office of Policy and Management to establish policies for administering legislatively directed funds, including distributing funds on a reimbursement basis and requiring recipients to demonstrate financial controls and capacity to utilize funding.

Recipients must obtain written approval from the administering state agency before transferring legislatively directed funds to any subawardee or subrecipient.

Establishes annual reporting requirements: recipients must report to state agencies by September 1st on fund utilization, and state agencies must report to OPM by November 1st on funds administered.

OPM must publish an online database by January 1, 2027, and annually thereafter, containing information on all legislatively directed funds administered by state agencies during the prior fiscal year.

Prohibits state agencies from contracting to provide funds at the direction of the General Assembly unless the enacted public or special act identifies the recipient entity with reasonable particularity, describes the purposes for the funds, and discloses any intended subawardees or subcontractors.
