Increases the Education Cost Sharing (ECS) grant formula foundation amount from $11,525 to $18,681 per pupil, phased in over a five-year period

Adds an automatic inflation adjustment provision to the foundation amount after the phase-in period

Authorizes municipalities to lower their property tax rates by an amount equal to any increase in equalization aid grant funding they receive

Amends section 10-262f of the general statutes to redefine the "foundation" calculation used in state education funding
