Authorizes the Commissioner of Administrative Services to enter into state grant commitments for six public school building projects totaling approximately $305.6 million in project costs and $150.6 million in estimated state grants

Approved projects include: Milford's Jonathan Law High School ($4.97M grant), Norwich's Teachers' Memorial Global Studies Magnet Middle School ($55.5M grant), Seymour's Bungay Elementary School ($38.7M grant), Stamford's Julia Stark Elementary School ($8.6M grant), Waterbury's Roberto Clemente International Dual Language School ($30.6M grant), and Westport's Long Lots Elementary School ($12.2M grant)

Effective July 1, 2026, school districts with student enrollment growth of 20% or more over the preceding ten years qualify for a 20 percentage point increase in their reimbursement rate

Reimbursement percentage increases are capped at 100% maximum

Section 1 takes effect upon passage; Section 2 (enrollment growth provision) takes effect July 1, 2026
