Changes zero-emission school bus grant program from "matching" funds to providing "a portion of the funds necessary" and expands eligible funding sources to include non-federal financing options

Removes the Connecticut River Atlantic Salmon Compact from the definition of "major state plan" and repeals the underlying compact statute (section 26-302)
