Commissioner of Energy and Environmental Protection gains authority to issue general permits for any activity currently requiring individual permits under Title 22a, with certain exceptions related to solid waste facilities

Solid waste facility operating permits will be automatically deemed renewed if the commissioner fails to sign a notice of tentative determination to approve or deny within 90 days of determining a renewal application is sufficient

Demonstration project approvals for solid waste management research and technology development require a $1,000 application fee and are valid for up to 2 years, with renewals not to exceed 5 years total
