Office of Policy and Management must enter into a memorandum of understanding with a student journalism collaborative to establish a fellowship program funding at least 12 journalism fellowships at local news organizations, beginning fiscal year 2027

Fellowship eligibility requires graduating from a journalism degree program at a Connecticut public institution of higher education and being interviewed and approved by the participating local news organization

Fellowships must include mentorship from experienced journalists and editors, direct work experience, and professional networking opportunities

Student journalism collaborative must post program details on its website by September 1, 2026, including funding amounts, requirements, available fellowships, and application form
