Designates the Commissioner of Education as the official department head of the Department of Education, replacing the State Board of Education in that role, effective July 1, 2028

Changes the appointment process so the Governor directly appoints the Commissioner of Education for a four-year term coterminous with the Governor's term, rather than having the State Board of Education recommend the appointment

Transfers authority to organize the Department of Education (creating, abolishing, or consolidating bureaus and divisions) from the State Board of Education to the Commissioner of Education

Grants the Commissioner power to adopt regulations and create advisory boards as necessary for department operations

Amends Sections 4-5 and 10-3a of the general statutes to reflect these structural changes in department leadership
