Establishes an extended line of gubernatorial succession when both the Lieutenant Governor and Senate President Pro Tempore positions are vacant, placing the Speaker of the House of Representatives next in line to become Governor

Creates a seven-position succession order beyond constitutional provisions: Speaker of the House, Treasurer, Secretary of the State, Comptroller, Attorney General, Senate Majority Leader, and House Majority Leader

Applies to permanent vacancies (death, resignation, refusal to serve, or removal) where the successor becomes Governor until the next regular gubernatorial election

Provides parallel succession rules for temporary circumstances (impeachment or absence from state) where successors exercise gubernatorial powers until the Governor is acquitted or returns

Effective October 1, 2026
