Prohibits manufacturers, wholesalers, pharmacists, prescribing practitioners, and pharmacies from selling, dispensing, transferring, or delivering any drug or device with actual knowledge that the purchaser intends to use it to execute a death sentence

Adds the knowing sale of drugs/devices for executions as grounds for denial, suspension, or revocation of manufacturer and wholesaler registration certificates, pharmacy licenses, and pharmacist licenses

Requires applicants for manufacturer/wholesaler registration to submit a signed written statement attesting they will not provide drugs or devices for executions as a condition of obtaining or renewing their certificate

Bars renewal of pharmacist licenses if the applicant dispensed drugs or devices for executions within the preceding calendar year

Effective dates: June 15, 2026 for controlled substance provisions; October 1, 2026 for all other provisions
