Commissioner of Transportation must develop a plan to respond to, manage, and deter temporary encampments by homeless persons on state highway rights-of-way and DOT-controlled property, effective October 1, 2026

Plan must be developed in consultation with the interagency council on homelessness, municipalities, local housing authorities, and organizations providing emergency shelter, transitional housing, and social services

Required plan elements include outreach procedures by trained personnel that respect personal dignity and property, reasonable efforts to offer immediate assistance and emergency shelter support, and coordination with local municipalities and service providers

DOT must coordinate with community-based organizations, local housing authorities, service providers, and law enforcement prior to taking action on encampments

Commissioner must submit the plan and any legislative recommendations to the General Assembly's Transportation Committee by January 15, 2027
