Expands the definition of "motor vehicle record" to include vessel-related records, allowing current vessel owners to obtain the name and address of the last person who registered a vessel by providing proof of ownership

Clarifies that "Commissioner of Motor Vehicles" includes any DMV employee acting on behalf of the commissioner for purposes of electronic filing licenses, dealer/repairer licensing, and driver instructor licensing

Requires applicants for replacement vehicle titles to check the vehicle identification number against records of stolen and converted vehicles maintained under section 14-197, in addition to existing verification requirements

Authorizes the Commissioner of Energy and Environmental Protection to disclose vessel registration information at no cost to individuals who prove current ownership of a vessel

Establishes the second Monday in July as Accessible Parking Awareness Day to promote responsible use of accessible parking spaces and public education
