Commissioner of Emergency Services and Public Protection must establish a working group to study parking access challenges faced by home health care providers delivering services in residential settings, effective July 1, 2026

Study must assess parking restrictions, time limits, permit requirements, and enforcement practices affecting home health care providers, as well as identify geographic areas where parking limitations most impact service delivery

Working group must review parking accommodation programs from other jurisdictions, including temporary permits, designated parking, and enforcement exemptions

Working group membership includes representatives from parking authorities, home health care providers, and municipal police departments, with first meeting required by September 1, 2026

Report with findings and recommendations due to the Joint Transportation Committee by January 1, 2027, at which point the working group terminates
