Amends the charter of the South Central Connecticut Regional Water Authority to modify board composition if PURA approves acquisition of Aquarion Water Company: changes from six South Central district members and five Aquarion district members to five and six respectively

Requires Public Utilities Regulatory Authority (PURA) approval under sections 16-47 and 16-22 before the South Central Connecticut Regional Water Authority or Aquarion Water Authority can own and operate Aquarion Water Company or its subsidiaries

Establishes that no members may be appointed to the Aquarion Water Authority board or Aquarion representative policy board until PURA grants acquisition approval

Sets initial terms for newly allocated board positions: sixth member appointed for three-year term ending January 1, 2028, and seventh member for five-year term ending January 1, 2030

Takes effect upon passage and amends multiple sections of Special Act 77-98, the original charter legislation establishing the regional water authority
