Shifts authority for setting agency regulation review timetables from legislative committees of cognizance to the Governor's office (for Executive Department agencies) or to the agencies themselves (for non-Executive agencies), with initial timetables due by February 1, 2027

Maintains the requirement that each agency review its existing regulations at least every seven years to identify obsolete, unused, inconsistent, or ineffective regulations and recommend reductions in number and length

Changes public hearings on agency review summaries from mandatory to discretionary for committees of cognizance, with any hearings held within 90 days of receipt

Requires agencies to submit review summaries to three bodies: the regulation review committee administrator, the committee of cognizance, and the joint standing committee on government oversight

Takes effect October 1, 2026 and amends General Statutes sections 4-189i and 4-189h(3)
