Secretary of the Office of Policy and Management must develop by December 1, 2026 a standard contract template for legislatively earmarked grants, requirements for grantees providing subawards, and a training program for state agencies on grant best practices

All state agencies must use the standard contract template for legislatively earmarked grant awards beginning January 1, 2027, and employees responsible for awarding grants must attend the required training

Grantees providing subawards must verify subrecipients are not suspended or disbarred and must obtain authorization for the state to access records, financial statements, and performance reports for monitoring purposes

Each state agency must submit annual reports beginning December 1, 2027 detailing all legislatively earmarked grants and subawards disbursed, including evaluations and any concerns about recipients

OPM Secretary must compile agency reports into a summary categorized by agency and submit annually to the General Assembly committees on appropriations, finance, and government oversight beginning January 1, 2028
