Eliminates the requirement that local clerks file a certified copy of resolutions or petitions requesting special legislation with the Secretary of the State at least 10 days before a General Assembly session

Retains existing requirements that special legislation affecting local government powers, organization, or form must be requested by the local government itself

Local governments may request special legislation through a two-thirds vote of their council, board of directors, board of aldermen, or board of burgesses, depending on the type of municipality

Citizens may also initiate requests through a petition signed by at least 10% of registered electors, with the local clerk responsible for verifying petition sufficiency
