Reduces maximum security deposit from two months' rent to one month's rent for all rental agreements entered into on or after October 1, 2026

Eliminates the previous age-based distinction that already limited deposits to one month's rent only for tenants 62 years or older

Requires landlords to return any deposit amount exceeding one month's rent to tenants who turn 62 after paying their original deposit, upon the tenant's request

Reduces the state's security deposit guarantee program maximum from two months' rent to one month's rent for eligible participants (individuals/families at 60% or less of state median income, those facing eviction, or rental assistance recipients)

Effective date: October 1, 2026
