Amends the definition of "employer" under Connecticut's Occupational Health and Safety Act (sections 31-367 and 31-369) to explicitly include volunteer fire departments and volunteer ambulance companies under CONN-OSHA jurisdiction

Creates an exception for volunteer fire departments and ambulance companies that are already regulated by federal OSHA (29 USC 651), exempting them from state CONN-OSHA requirements to avoid duplicate regulation

Maintains existing exemptions from the state occupational safety law for federal government employees and working conditions regulated by federal agencies other than the U.S. Department of Labor
