Commissioner of Veterans Affairs must designate or acquire land for an additional veterans' cemetery by July 1, 2027, supplementing the existing approximately 30-acre cemetery site in Middletown on River Road

Existing land transfer provisions reorganized: Commissioner of Mental Health and Addiction Services transfers Plot #6 (approximately 30 acres) in Middletown to the Veterans' Home and Hospital Commission for cemetery use

Burial eligibility includes veterans with 20+ years of Connecticut National Guard service, those killed in action or who died from service-related causes, armed forces members entitled to retirement pay, and persons who served in Hmong Laotian special guerrilla units during the Vietnam War

Spouses of eligible veterans and Hmong Laotian special guerrilla unit members may also be buried in state veterans' cemeteries upon request

Section 1 takes effect July 1, 2026; Section 2 (burial eligibility provisions) takes effect July 1, 2027
