Replaces gender-specific militia eligibility language with gender-neutral terms, making all persons ages 18-45 who are citizens or intending citizens subject to military duty, effective October 1, 2026

Changes the Governor's military staff appointment from mandatory to discretionary and removes the detailed list of required positions and ranks, giving the Governor flexibility to appoint officers and senior enlisted personnel as deemed necessary, effective January 1, 2027

Authorizes the Adjutant General, in addition to the Governor, to appoint honorary staff members to the Connecticut National Guard

Removes ex-officio military staff positions for the Governor's Foot Guards, Horse Guards, and their predecessors

Renames the state military training facility in Niantic from "Camp Nett at Niantic" to simply "Camp Nett" throughout relevant statutes
