Requires notification to at least one parent or guardian within 48 hours after an abortion is performed on an unemancipated minor, effective October 1, 2026

Allows minors who declare in a signed written statement that they are victims of sexual abuse, neglect, or physical abuse by a parent or guardian to have notice sent instead to a sibling aged 21+, stepparent, grandparent, or another specified adult aged 21+

Removes the existing requirement that physicians or counselors discuss the possibility of involving parents in the minor's decision-making about pregnancy prior to the procedure

Provides immunity from civil and criminal liability for health care providers or counselors who rely in good faith on a minor's signed statement of abuse

Exempts parents or guardians who do not receive proper notice from liability for costs of pregnancy-related health care services provided to the minor
