Requires notice to at least one parent or legal guardian of a pregnant unemancipated minor at least 48 hours before an abortion is performed

Allows minors who declare in writing they are victims of sexual abuse, neglect, or physical abuse by parents/guardians to have notice sent instead to an adult sibling (21+), stepparent, grandparent, or other specified adult

Establishes a judicial bypass process where minors can petition a court to waive notice requirements if found sufficiently mature and well-informed, or if there is evidence of abuse or notification is not in the minor's best interest

Provides immunity from civil and criminal liability for health care providers who rely in good faith on a minor's signed statement regarding abuse

Exempts medical emergencies from the notification requirements when the physician determines an immediate abortion is necessary for the minor's health, safety, or well-being
