Exempts school employees from the requirement to complete refresher training on human trafficking identification and reporting every three years, while maintaining the initial training requirement

Delays the deadline for K-12 schools to separate and compost organic materials from July 1, 2026 to July 1, 2028 (applies to schools within 20 miles of composting facilities generating at least 26 tons of organic waste annually)

Allows self-insured school districts that experienced catastrophic losses to exclude emergency budget increases from calculations for the subsequent year's required education appropriation

Repeals four existing education statutes: sections 10-14ee, 10-212l, 10-212m, and 10-234gg of the general statutes

All provisions take effect July 1, 2026
