Seclusion areas where students are placed must be equipped with a camera and a window or other fixture allowing the student a clear line of sight beyond the seclusion area, effective July 1, 2026

Boards of education receiving grants of $10,000 or more must submit annual expenditure reports to the Commissioner of Education by July 15, detailing how special education grant funds were spent

Contracts between boards of education and private special education providers entered into or amended after July 1, 2026 must comply with state-established rates under section 10-76aaa

Boards of education will not be eligible for state reimbursement for private special education costs unless they have a written contract with the provider, effective July 1, 2026

Private special education providers must submit base tuition and service costs to boards of education by December 31st preceding each school year services will be provided
