Requires statewide rates for Birth-to-Three early intervention services to align with rates established in phase two of the rate study conducted under Public Act 23-186

Amends Section 17a-248e(d) of the general statutes governing the lead agency's authority to provide, arrange, or contract for early intervention services

Maintains existing requirements for the lead agency to monitor all Birth-to-Three service providers for quality and accountability under the Individuals with Disabilities Education Act (20 USC 1416)

Effective date of July 1, 2026
