Requires the Commissioner of Energy and Environmental Protection's conservation program for non-harvested species to facilitate implementation of the most recent federally approved Connecticut wildlife action plan, including conservation action tracker measures and climate change impact monitoring

Adds requirement for a wildlife veterinarian to assist in oversight and implementation of the conservation program

Establishes a legislative working group to identify funding and implementation strategies for the conservation program, replacing the previous annual reporting requirement to the General Assembly

Working group membership includes representatives from DEEP, DOT, OPM, conservation organizations, land trusts, university faculty, councils of governments, water utilities, marine trades, Connecticut Farm Bureau, and a certified forester

Working group must convene within 60 days of the October 1, 2026 effective date and submit findings and legislative recommendations by January 15, 2027
