Commissioner of Energy and Environmental Protection must develop and publicly post the capacity limit for Burr Pond State Park in Torrington by January 31, 2027

Capacity limit must be calculated using six factors: visitor supervision staffing, lifeguard staffing for swimmers, parking capacity, restroom facility capacity, pedestrian and vehicular traffic safety on highways without sidewalks leading to the park, and vehicle count as a proxy for visitors

Commissioner must coordinate with municipal and state law enforcement to implement traffic control measures addressing public safety concerns on local roads and state highways outside the park

Park may be closed to new entrants when capacity is reached, regardless of how patrons attempt to enter
