Changes terminology throughout the statute from "telecommunications carriers" to "telecommunications service providers" to align with federal definitions in 47 USC 153

Requires all telecommunications service providers offering intrastate services to fund Lifeline and telecommunications relay service programs, with costs apportioned based on gross revenues generated in the state

Lifeline program benefits serve low-income households, individuals who are hard of hearing, and speech-impaired persons to ensure access to affordable telecommunications services
