Secretary of the Office of Policy and Management must establish the State Grant Portal by July 1, 2027, expanding the existing Municipal Grant Portal to cover all state-funded grant applications administered by state agencies

Portal must include all state-funded grant applications, a searchable database for locating grant information, and a dedicated webpage for municipal grant applications and reimbursement request forms

Portal must include features to actively recruit and encourage participation from municipalities and other interested parties in the state grant application process

Effective date of July 1, 2026, with the portal establishment deadline of July 1, 2027, subject to available appropriations
