Commissioner of Administrative Services must develop a plan by January 1, 2027 for translating all printed and electronic forms required to access executive branch state agency services and benefits

Forms must be translated into the 12 most common non-English languages spoken by limited-English proficient individuals in Connecticut, based on U.S. Census Bureau American Community Survey data

Covered forms include applications for vital records (birth certificates, etc.) and identification documents such as driver's licenses

Each executive branch state agency must adopt and implement the translation plan by February 1, 2027, with updates required at least every two years

Each state agency must designate a language access coordinator to work with the Department of Administrative Services to ensure compliance with the plan
