Replaces the term "marijuana" with "cannabis" throughout state law and redefines the term "cannabis"

Authorizes qualifying out-of-state patients to access Connecticut's palliative use cannabis market and allows retailers to sell additional palliative use products to consumers

Eliminates dosage, potency, and concentration limits for cannabis concentrates, flower, and plant material, while allowing edible products to exceed 5mg THC in certain circumstances

Establishes a cannabis regulatory working group and requires Social Equity Council review and approval of sales or transfers involving licenses issued to social equity applicants

Creates new licensing categories including a commercial extractor license and infused beverage on-premises consumption endorsement, while increasing permissible THC amounts in infused beverages
