Social Equity Council granted authority to conduct investigations to carry out its duties and required to issue policies and procedures by October 1, 2026, for implementing ownership/control change requirements for cannabis establishments

Ownership or control changes prohibited for approved equity joint ventures during the 7-year period following licensure, and for approved social equity applicants during provisional licensure and 3 years after final license issuance

Quarterly reports now required to be submitted to the chairperson of the Black and Puerto Rican Caucus of the General Assembly; monthly reporting requirement to the caucus eliminated

Social equity applicants permitted to apply for a one-time replacement of an original backer, provided the original backer is not an individual meeting specific qualifying criteria under subdivision (51) of section 21a-420

Violations of ownership/control policies, procedures, or regulations may be referred to the Department of Consumer Protection for enforcement action, with potential fines up to $10 million or license action
