Increases the allowable base salary for administrators of residential care homes with 60 beds or less from $37,000 to $75,000, effective October 1, 2025, with annual inflation adjustments thereafter

Establishes a minimum allowable fair rent reimbursement of $5 per day for residential care homes, effective fiscal year ending June 30, 2027, up from the previous $3.10 per day minimum

Adds a 3% inflationary adjustment to base rates for all residential care homes for fiscal year ending June 30, 2027

Revises the inflation index calculation beginning July 1, 2026 to reflect inflation between the midpoint of the cost year through the midpoint of the rate year

Requires that any rebasing of rates include a stop loss provision so no provider's rate is reduced as a result of rebasing
