Establishes a mandatory two-year rebasing cycle for reimbursement rates paid to private residential care facilities licensed under section 17a-227 that serve individuals with intellectual disabilities but are not certified as Medicaid intermediate care facilities, effective July 1, 2026

Requires rebasing for intermediate care facilities for individuals with intellectual disabilities (ICF/IID) every two years starting July 1, 2027, based on cost reports filed two years prior to the rebasing year

Prohibits inflationary rate increases during years when rebasing occurs; subsequent inflation-based increases require specific legislative appropriations

Sets fiscal year 2027 rates at 2.8% above June 30, 2026 rates for ICF/IID facilities, and fiscal year 2028 rates at 3% above the calculated rebased rate, with an additional 3% increase effective January 1, 2028

Directs the Department of Social Services to amend regulations allowing waiver of the separate inflation cost limitation on direct care costs when rebasing ICF/IID rates after fiscal year ending June 30, 2027
