Defines "deeply affordable housing" as deed-restricted housing costing 30% or less of annual income for households earning at or below 40% of state median income

Requires the Department of Housing to conduct a study on deeply affordable housing availability across each county in the state

Study must examine obstacles to development and evaluate the potential effectiveness of a grant program to incentivize construction of deeply affordable housing

Commissioner of Housing must report study findings and grant program recommendations to the General Assembly's housing committee by January 1, 2027
