Establishes a task force to evaluate the 10% affordable housing threshold in Section 8-30g that determines when municipalities are exempt from the affordable housing appeals process

Task force consists of 6 members appointed by legislative leaders, including experts in municipal housing/zoning policy, a representative of municipal leaders, and a representative from a municipality with fewer than 10,000 residents

All appointments must be made within 30 days of passage, with the first meeting held within 60 days

Task force must submit findings and recommendations to the Housing Committee by January 1, 2027, at which point it terminates
