Establishes a working group to study creating a streamlined state court appeals process for persons aggrieved by historic district commission decisions, with a report due by January 1, 2027

Working group consists of 9 members: 8 appointed by legislative leaders (may include General Assembly members) plus the Commissioner of Economic and Community Development or designee

Initial appointments must be made within 30 days of passage, with the first meeting held within 60 days

Effective October 1, 2026, commissions may deny or return affordable housing applications using nonstandard, prefabricated, or proprietary construction assemblies if applicants fail to provide a preliminary life safety report

Life safety reports must be prepared by a licensed professional engineer or fire protection engineer certifying compliance with State Building Code and Fire Safety Code, with third-party peer review at applicant's expense permitted
