Replaces gendered pronoun "his" with gender-neutral language "the Child Advocate's" throughout Section 46a-13m of Connecticut statutes

Maintains existing authority for the Child Advocate to access confidential records within 14 days of request and issue subpoenas if access is denied

Preserves the Child Advocate's power to communicate privately with children receiving or who should have received state services

Retains the child advocate account as a separate, nonlapsing fund for grants, gifts, and bequests from public and private sources
