Amends the Regional Planning Incentive Account distribution rules to allow regional councils of governments to receive $200,000 for both a stormwater management/flood mitigation coordinator position and a municipal solid waste/recycling coordinator position, rather than being limited to one or the other

Maintains existing funding structure: $7 million distributed via formula (base payment plus per capita amount based on census data), updated every five years by the Secretary of the Office of Policy and Management

Preserves the separate $200,000 allocation to each regional council for staffing positions and costs related to technical support and legal services for housing development planning

Effective date of July 1, 2026
