Clarifies that municipalities may place liens on landlords' real property to recover relocation assistance payments made to tenants displaced by code enforcement activities

Displaced persons who occupied a dwelling for at least 90 days prior to acquisition negotiations may receive payments up to $4,000 for rental assistance (up to 4 years) or for down payment and closing costs on a replacement home

Requires displaced persons receiving down payment assistance exceeding $2,000 to match the amount over $2,000 with their own funds

State may provide grants-in-aid to agencies equal to two-thirds of relocation program costs, with administrative cost limits of $100 per dwelling unit and $250 per farm or business relocated

Effective October 1, 2026, amending sections 8-270 and 8-280 of the general statutes
