Grants municipalities new authority to regulate and prohibit the excavation, altering, or opening of stone walls located within the rights-of-way of highways or streets

Amends Connecticut General Statutes section 7-148(c)(6)(C), which governs municipal powers over streets, sidewalks, and public infrastructure

Enables local governments to adopt ordinances controlling modifications to stone walls that abut certain highways or streets

Effective date of October 1, 2026
