Limits amendments to the State Building Code to those necessitated by state or federal law, or necessary to protect public health and safety or maintain federal funding eligibility, narrowing the previous broader amendment authority

Requires the State Building Code to be revised within 18 months of new model code publications, but restricts revisions to no more than once every six years or once per two full model code cycles (typically three years each)

Imposes a six-year moratorium (October 1, 2026 through October 1, 2032) on new building standards, with exceptions only for imminent public health/safety threats, federal funding eligibility, federal law compliance, editorial corrections, and minimum federal accessibility requirements

Prohibits municipalities from adopting or enforcing building standards more restrictive than the State Building Code during the moratorium period

Establishes a mandatory one-year implementation period following any State Building Code revision, during which the commissioner must provide training and code enforcement education to officials and construction professionals
