Extends health insurance coverage eligibility to surviving spouses and dependent children of unpaid volunteer firefighters, correction officers, and state marshals who are killed in the line of duty due to injuries (not illness or natural causes)

Requires nonstate public employers to continue partnership plan coverage for survivors of first responders or unpaid volunteer firefighters killed in the line of duty for one year, renewable annually for up to five years

Allows survivors of first responders or unpaid volunteer firefighters not previously covered under a partnership plan to apply for coverage through the Comptroller, with the same one-year initial coverage and up to five years of renewals

Defines "unpaid volunteer firefighter" as a uniformed fire department member who performs firefighting duties without pay, and "correction officer" as an individual employed by the Department of Correction
