Commissioner of Veterans Affairs and Adjutant General shall award ribbons and medals to veterans who served in wartime and were Connecticut residents at time of active duty or are currently domiciled in the state

Former reserve component members who were honorably discharged and served during a period of war are eligible if they were Connecticut residents during service or are currently domiciled in the state

Regulations must be adopted for designing the ribbon and medal, identifying eligible recipients, and establishing distribution procedures

Costs for ribbons and medals shall be paid from the military assistance account within the Military Department using existing budgetary resources

Posthumous awards may be made for eligible veterans who died on or after November 12, 1918; effective date is October 1, 2026
