Expands the required training module for veterans' service officers to cover all veterans (not just women veterans) regarding available state and federal services, benefits, and community/nonprofit programs that may provide assistance.

Requires a dedicated portion of the training module to address issues unique to women veterans and how to assist and serve them.

Extends annual training sessions to include municipal veterans advisory committee members, directors of municipal veterans services, municipal veterans representatives, and representatives from Operation Academic Support for Incoming Service Members centers at public institutions of higher education.

Requires the Office of Advocacy and Assistance staff to conduct training courses at least twice annually for municipal veterans service providers, covering state and federal benefits, community programs, and requirements under section 27-135.
