Establishes a veterans' housing program administered by the Commissioners of Housing and Veterans Affairs to provide free prefabricated housing on Department of Veterans Affairs grounds in Rocky Hill, effective October 1, 2026

Prefabricated structures must be at least 500 square feet with insulated exterior walls, two bedrooms, a full kitchen, and a bathroom

Veterans with income below the federal poverty line who have been without permanent residence for 90 days may apply starting January 1, 2027, with determinations made within 10 days and approvals valid for one year

Approved veterans may occupy housing within 60 days of approval, though commissioners may revoke approval or impose conditions if an occupant poses risks to health, safety, or well-being of others

Annual reports on program performance and improvement recommendations due to the General Assembly beginning January 15, 2028
