Establishes a Veterans Dental Care Access Program administered by the Department of Veterans Affairs, effective October 1, 2026, with applications accepted starting January 1, 2027

Eligible veterans must be Connecticut residents with household income at or below 400% of the federal poverty level, have a service-connected disability rating below 100%, and not currently receive dental care from the U.S. Department of Veterans Affairs

Covered dental services include preventive care, examinations, fillings, root canals, crowns, dentures, and extractions; excludes dental implants, fixed bridges, orthodontics, cosmetic procedures, and telehealth services

Maximum annual benefit is $3,500 per eligible veteran; providers must first bill any existing health insurance before invoicing the department for remaining balances

Requires annual reporting to the General Assembly beginning January 15, 2030, on program performance and recommendations for improvement
