Children of armed forces members who transfer to Connecticut with existing early intervention services under Part C of IDEA must receive a streamlined transition, including transfer of records, prior assessments, and reassessments as needed

Connecticut's early intervention system must hold a meeting and develop a written individualized family service plan within 45 days of referral for eligible military children relocating to the state

Military families qualify when the servicemember receives military orders or transfer documents directing relocation to Connecticut and the child was previously enrolled in another state's early intervention program

Amends section 17a-248e(a) of Connecticut general statutes governing the Birth-to-Three program

Effective July 1, 2026
