Establishes an Office of the Veterans' Health Care Ombudsman within the Office of Governmental Accountability, effective October 1, 2026, with the Ombudsman appointed by the Governor from individuals with veterans' health care expertise.

The office will coordinate with veterans' service officers and municipal representatives to help veterans and their caregivers navigate the federal VA health care system and advocate for improved coordination among resources.

Core duties include receiving and resolving complaints about obstacles to VA health care access, compiling complaint data, and helping veterans understand their rights within the VA system.

By October 1, 2027, the Ombudsman must establish a veterans' health care education course covering the VA health care system and available state and local navigation resources.

Annual reports to the General Assembly's veterans' and military affairs committee are required starting January 1, 2028, covering implementation progress and legislative recommendations.
